Historic Appointment of New Judicial Commissioner Expected to Enhance Investor Confidence


1. His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to the appointment of a new Judicial Commissioner of the Supreme Court of Brunei Darussalam, Justice Kannan Ramesh.

2. Justice Ramesh has been appointed as Judicial Commissioner of the Supreme Court of Brunei Darussalam with effect from 7 October 2019. The appointment will be for a period of 2 years in the first instance and will be held by Justice Ramesh concurrently with his appointment as a full time High Court Judge of the Supreme Court of Singapore.

3. Justice Ramesh was appointed Judicial Commissioner of the Singapore Supreme Court in May 2015 and was elevated as a Judge of the High Court in April 2017 until present. Justice Ramesh is also a judge of the Singapore International Commercial Court. Before his appointment to the Singapore Supreme Court, Justice Ramesh was Managing Partner of Messrs Tan Kok Quan Partnership, where he specialised in dispute resolution, insolvency and restructuring, and international arbitration.

4. It is expected that Justice Ramesh’s appointment will enhance both international and local investors’ confidence in Brunei Darussalam’s ability to deal with commercial disputes. This will be in line with the country’s aspiration to achieve a dynamic and sustainable economy under Wawasan Brunei 2035 and also to realise the Brunei Judiciary’s vision to establish a world class judiciary and an excellent court system that strives to attain justice for the individual and society through the rule of law. 

5. Singapore Chief Justice Sundaresh Menon, in welcoming the appointment of Justice Ramesh to the Bench of the Supreme Court of Brunei Darussalam said, “This appointment will strengthen cooperation between the two courts and deepen the already close ties between Singapore and Brunei. It will also raise the Singapore’s international standing and reputation as a legal and judicial centre.” On the appointment, Justice Ramesh said, “I am humbled by the invitation to be a member of the Brunei Darussalam judiciary. It is an honour and a privilege. I very much look forward to working with Chief Justice Steven Chong and the many august members of the Brunei Bench.”

6. Chief Justice Dato Seri Paduka Steven Chong said that “The appointment of Justice Kannan Ramesh marks a significant milestone in the close relations and judicial cooperation between the courts of Brunei Darussalam and Singapore. His extensive experience in dispute resolution in commercial cases and international arbitration will strengthen the depth and standing of the High Court Bench. This historic initiative also underscores the special relationship between Brunei Darussalam and Singapore.”
